Abstract:

This dissertation looks at the production of Low-income Housing Tax Credit (LIHTC)-financed housing production in three U.S. cities, to explain the variation in the level of production and the organizational configuration of the producers by looking at relevant organizational factors and their relationship to the local political regime and the local housing market. In doing so, this project will illuminate dynamics of organizational adaptation and change, transformations in the provision of social welfare. More broadly, I will uncover the workings of a form of governance that increasingly is taking the place of traditional local politics—one that allows for policy flexibility through the use of cross-sectoral organizational networks. The primary methods used will be indepth and structured interviews, supplemented by archival research, in four research sites. The four sites (Cleveland, Atlanta, Baltimore, Seattle) will be used for the purposes of comparison and because a central question is to explain the variation in the organizational configurations around low-income housing production in the four sites. Finally, using the various sites will enable more robust explanation and theory.
